I updated to 4. Probably dupe of Workaround, on Trackers tab, move some tracker up or down with arrows on right side, that will reshuffle them and they will all contact properly. My workaround was to completely uninstall qBittorrent and reinstall it after. I can't find where, but an article I read mentioned this and surprisingly it worked for me. So I think the problem is unlikely that it is your internet connection. Be careful playing with the firewall rules if you don't understand exactly what each one is doing and what the associated ports are assigned to. Otherwise you are likely to open your router, and possibly your network, to every hacker who happens to drop by.
